Quotes from Central Council of Church Bell Ringers (CCCBR) web-site:

"Church Law requires that in each church and chapel there should be provided at least one bell to ring people to divine service."
"The legal ownership of the bells is vested in the churches and the PCC (Parish Church Council) has a duty for their care and maintenance. To this extent bell ringers are for the PCC when they carry out rountine maintenance of their bells and ropes."

It is from Ellacombe's paper and its Appendices that we know of the mottoes (both Latin and English), names of the Bell Founders, years of casting, names of churchwardens etc. that appear on each of the church bells of the Devon parishes. The Revd Ellacombe did this as he writes on page 235:

"I have with my own hands examined and copied every bell, excepting Sheepstor, which I visited twice, but by some misunderstanding the keys of the staircase were not forthcoming: and Heaton Punchardon, where an ill-mannered churchwarden threw difficulties in this way. ------ From the spring of the year 1864 to the fall of the year 1865, I ascended 452 towers, including a few turrets: not reckoning Sheepstor: before that, I had visited four, making a total of 456."

He also writes that, had it not been for the architectural skill and solidarity of some of these bells, "many of them long ago would have crumbled to the ground, if one may judge from the manner in which the more perishable materials have been cared for by those to whom they have come down in trust.----"

In addition to English or Latin phrases being inscribed on church bells, other names such as churchwardensand rectors may also be there. The following list of the parishes are those having such personal names inscribed on one or more of their church bells. The spellings are as they are inscribed on these bells and where the intials C.W. appear these are apparently intended to mean that the individuals so identified are Churchwardens.

The letter V was used as the letter U and similarily an I for a J. This is apparent with the names IOHN for JOHN, IAMES for JAMES, IO for JO etc. A number of bells have initials only of those who may (or may not be) churchwardens and so forth. As it is not possible to identify these people I have not included any such inscriptions other than those where it becomes apparent when their names are written in full on another bell.

  "REX versus CHURCHWARDENS OF AXMINSTER:    
  16 Chas. II in the King's Bench. I Lavinz Rep. 136    
  A man being hung by the bell-rope, whether the bells    
  are Deodands.    
  In an Information for the King the case was (this) one    
  Brockhurst ringing a bell in the church was strangled    
  by the rope; and whether the bell shall be a deodand was    
  the question upon this Information for the detainer of it from    
  the King. And the objections against the King were two:    
  1. That the bell was fixed to the freehold. To which it was    
  answered that it was not fixed to the freehold, but tied in the    
  steeple, and bound down with pins and keys which could be    
  removed without alteration of the freehold. 2. Objection; that    
  the bells are parcel of the goods of the church, and vain will it    
  be to forfeit it to the King, to be by him restored to the Church    
  again (or afterwards) to wit to pious uses. To which it was    
  answered, that it shall be forfeited as a satisfaction for blood,    
  to be disposed of by the King to other pious uses. Hide C.J.    
  and Windham, were of the opinion that the bell was not    
  forfeited, the other two (Judges) seemed of a contrary opinion;    
  but nothing further was done in the case which I heard.    
  The above is the whole report. In Reg. v Wheeler,    
  6 Mod. Rep. 187, Holt C.J. said "a bell cannot be a    
  deodand"

  Footnote:    
  On Saturday evening the 9th of February 1867, two distinct peals    
  of Stedman's doubles, 120 changes each; six distinct peals of    
  grandsire doubles; and one peal of 720 changes of treble bob minor    
  were rung on these bells.Each peal was composed and conducted    
  by Mr Wm. Bannister. The above is considered to be the greatest    
  achievment of any Society west of Bristol and Bath, scientific    
  ringing not being known in the South-Western counties. The    
  performers were: Henry Goodhind, treble; Elisha Powling, 2nd;    
  Charles Percival, third; Charles Smith 4th; Richard Ford, 5th;    
  John baxter, tenor.    
  Under the masterly instruction of Mr William Bannister, of/td>    
  Woolwich, who holds an appointment to the Royal dock yard,    
  these young men can ring any number of changes scientifically,    
  that is, by rule and method, without committing them to memory,    
  a thing impracticable with long and intricate peals.

  "December 21, 1806. The Modbury bells were rung this day at    
  Cullompton, and thought to be a good peal, in the presence of    
  Robt. Horswell, Richd Paige, Philip Light, and Wm Horswell;    
  when all four dined with Mr Brutton, Vicar of Cullompton, that    
  day being Sunday, and the shortest day in the year, were    
  entertained in a most respectable manner by the said vicar, having    
  a rump of beef, and a shoulder of pork, for dinner, with wine and    
  other liquors after to make use of."    
  "The bells were first rung the 15th day of April, 1807, by Aveton    
  Gifford ringers, then rung and chimed by Plymouth ringers. A    
  handsome dinner was then provided by Mr Brooking, at the    
  Exeter Inn, and the day spent in a jovial manner in innocent    
  mirth, and quite unanimous. The bell-founder and the parish
