Between 1298 and the 1832 Reform Act, Dartmouth was a Parliamentary Borough that elected two members to the House of Commons. The earliest reference is in 1298, soon after Edward I's visit to Dartmouth. The next reference to MP's from 'Clifton Dartmouth' is in 1351 when lawyer Nicholas Whiting sat simultaneously for Devonshire, Exeter and Dartmouth, and thereafter there are fairly complete records of the Dartmouth members. These were chosen by the County Court in Exeter during the 14th and 15th centuries, but later by the Mayor and Burgesses of the town.
