Brushfield's paper, delivered at the Association's 1899 Torrington meeting discusses the various charities of East Budleigh. It also includes the 1638 will of Phillip Wotton. Poor Laws underpinned a system of poor relief that developed out of late-medieval and Tudor-era laws before being codified in 1587-98. The Poor Law system was in existence until the emergence of the modern welfare state after the Second World War.
