WITH THE VILLAGE OF PILTON AND NEIGHBOURHOODS.

BARNSTAPLE is a market town, a port and parish, a borough both corporate and parliamentary, having separate jurisdiction, locally in the hundred of Braunton, 192 miles W. by S. from London, and 39 N. W. from Exeter; situated on the east side of the Taw, over which is a handsome stone bridge of sixteen arches. The river abounds with salmon, trout, and other fish. Barnstaple is a very ancient place, having been constituted a borough so early as the reign of Athelstan. The first charter of incorporation was granted to the town by Edward I; the one it now enjoys, under the Municipal Act passed in 1835, vests the government in a mayor, six aldermen, and eighteen councillors, under the style of 'the mayor, aldermen and burgesses of the borough of Barnstaple, in the county of Devon:' the same act divided the borough into two wards, and extended its limits to embrace parts of the adjoining parishes of Pilton and Bishop's Tawton. Quarter sessions of the peace are held here, before the recorder, who has the powers to try felonies as the justices of the county possess; and a court of record is also held for the trial of civil causes. Edward I granted the elective franchise, and the borough has, from that period, continued to be represented by two members.
   The woollen trade, formerly carried on here with considerable spirit, has in later years been materially reduced; lace is made to a moderate extent; and there are tanneries, potteries, a paper mill and an iron foundry, in the town and its vicinity. The imports of Barnstaple consist of coals from Wales, timber from America, wines from Spain, &c.: its exports comprise corn and other agricultural produce, oak bark, leather and coarse pottery. the malting trade is carried on pretty extensively; and there are ship-building yards, in which many hands find employment. The principal inns are the 'Golden Lion,' and the 'Fortescue Arms,' both in Boutport-st; they are admirably conducted establishments, whether for the accommodation of families, or commercial gentlemen. The guildhall is a spacious handsome edifice, built in 1826, the lower part being appropriated to the purposes of the market. Some few years since a new and convenient prison was erected. There are assembly rooms, a neat theatre, a subscription news room, and a musical society. A noble quay stretches along the river side to a great length; near the centre is a handsome piazza, on which is a statue of Queen Anne: there is also a beautiful and picturesque walk between two rows of trees, joining Castle-quay and Mill end-quay, called the North Walk. The banks by the river form like-wise favourite and healthful promenades.
   The church, dedicated to St. Peter and St. Paul, is an ancient gothic structure situated near the centre of the town; it possess a remarkably fine-toned organ, the largest in the west of England except that in Exeter cathedral; it was presented to the borough, in 1764, by Sir George Amyard, Bart. one of the then members. The living is a vicarage, in the patronage of Lord Wharncliffe. A new church, which will be completed in 1845, is erecting at the entrance to the town, on a site given by Charles Roberts, Esq. The Rev. John James Scott is the founder. It will afford seat-accommodation to a congregation of eight hundred or a thousand persons; furnishing an ornament to the locality in which it stands, and evincing the taste of its architects - Mr. George Abbott, of Barnstaple, and Mr. David Mackintosh, of Exeter. The other places of worship are for Baptists, Independents, and Wesleyan Methodists. The Free Grammar School, established upwards of three centuries, has acquired much celebrity as having been the place of the earlier education of several distinguished characters - John Gay, the poet, and celebrated author of 'The Beggar's Opera,' was a native of this place, and educated at this school. In the North Walk is a charity school, with several small endowments, for the education of fifty poor boys; and in Church-lane is another, with separate funds, for girls. An infirmary and dispensary, two valuable institutions, rank prominently among the charities of the town. The principal seats in the immediate neighbourhood of Barnstaple are, Castle Hill, the beautiful residence of Earl Fortescue; Tawstock House, Sir Bourchier Palk Wrey, Bart.; Arlington Court, Sir Bruce Chichester, Bart.; Youlston, Sir Arthur Chichester, Bart; and Tapeley, Augustus S. Willett, Esq. The weekly market is on Friday; and for the show of North Devon breed of cattle there are great markets held, on Friday before the 21st April, and 2nd Friday in December; and an annual fair on the 19th September. the parish of Barnstaple contained, in 1831, 6,840 inhabitants; and in 1841, 7,902: - but the borough, which extends into two other parishes, possesses a population of between 11,000 and 12,000.
    PILTON, a parish and village in the same hundred as Barnstaple, is so little detached from that town as to be taken, by those travelling through it, for a suburbal member of the borough; but it is a distinct parish, though part of it is now included within the municipal and parliamentary limits of Barnstaple borough. The church, which is dedicated to St. Margaret, contains a stone pulpit, and a handsome monument to Sir John Chichester, of the date of 1569: the benefice is a perpetual curacy, in the presentation of the Basset family. The parish contained, in 1831, 1,819 inhabitants; and in 1841 1,805.
