The paper was presented at the Association’s 23rd July, 1913 Buckfastleigh meeting. The author asserts that sanctuaries and sanctuary seekers are both topics that have been ignored by Devon’s historians. There were two classes of sanctuaries in medieval Devon; (a) the sanctuary rights for a limited period of 40 days, that were the prerogative of every consecrated church and chapel with their graveyards; and (b) the chartered sanctuary with rights for a lifetime, whose limits extended about a mile and a half from the church. These particular rights were granted by kings to certain specially favoured abbeys and minsters. St. John of Beverley, St. Cuthbert of Durham, and Westminster Abbey were some of the greater sanctuaries of England. Devon possessed no chartered sanctuary. There were heavy penalties for the violation of sanctuaries, increasing as the distance from the centre lessened. In addition to these, the Cistercians claimed the privilege of not turning away a felon from their abbey doors, although this privilege was seldom exercised. Sanctuary in churches did not extend to those who had committed sacrilege, or were atheists. In Henry VIII’s reign the sanctuaries suffered curtailment of their privileges, and in 1623 the right was abolished for criminals.
