This entertaining paper on Devon’s Folk-lore was presented at the Association’s July 1867 Barnstaple meeting. Its author was a distinguished man of letters born in Exeter in 1792. His studies extended to philology, poetry, politics, and other branches of learning. He was editor of the Westminster Review for some years and further, held several official appointments, for example, as Commissioner to France on commercial matters and British Consul at Hong Kong 1849. He was Governor of Hong Kong in 1854. His biography with portrait is available at the Exeter Memories website. The Address, from a copy of a rare and much sought-after journal can be downloaded from the Internet Archive.
