The Presidential Address, was presented at the Association’s August 1866 Tavistock meeting. The incoming President, John Russell, 1st Earl Russell, KG, GCMG, PC, FRS (18 August 1792 – 28 May 1878), was a Whig and Liberal statesman who was Prime Minister from 1846 to 1852 and again from 1865 to 1866. He was educated at Westminster School and Edinburgh University. As well as classically educated he was religious in a simple non-dogmatic way and supported "broad church" stances in the Church of England. His grandson, Bertrand Russell became a noted philosopher who in later life recalled his elderly grandfather as "a kindly old man in a wheelchair."
